Ask shipping quotation depending on shipping address

Hello,
I'm a Laravel developper new to Bagisto.

Could someone list steps to follow to be able to :

• set order status to a kind of "pending quotation" depending on shipping address
• let admin or seller set order's shipping price (and notify the customer)
• let the customer resume his order
