Cart rule "Fixed amount to whole cart" not working properly

hey,

i tried to add a coupon,action type was "Fixed amount to whole cart" but when i applied it to the cart
the amount i gave was applied to each product not to the subtotal of the cart.

coupon code was created to reduce 1000 from the subtotal but when we applied the coupon code at the end of the order instead of reducing 1000 from the subtotal, It reduced 1000 from each product

hoping to get an answer ASAP

could you please share screen shots of cart rule page and checkout page
