If mysql_upgrade is not working then you could run this from command line mysql -upgrade=MINIMAL -u root -p

their is nothing to do more, make sure you have restarted the mysql server.
then try again.

then if try to run

php artisan migrate

again i get the same error
which is this

SQLSTATE[HY000]: General error: 1558 Column count of mysql.proc is wrong. Expected 21, fo  
und 20. Created with MariaDB 100108, now running 100413. Please use mysql_upgrade to fix   
this error
