Theme parent, Shop and Velocity

While creating a new theme, without a parent theme, I noticed that the Shop and Velocity packages are still also completely loaded. Is this behavior intended or is it a bug?
Since it is available, is it a bad idea to use Velocity's routes and middleware in my package?
Also, if all installed themes are fully loaded. What is the "parent" parameter for?
