Hello @aroobaarooj499 ,
You may refer to payment-section component https://github.com/bagisto/bagisto/blob/master/packages/Webkul/Velocity/src/Resources/views/shop/checkout/onepage.blade.php#L39. You can override the file and add you custom code for charges in cash on delivery..
For resizing the homepage slider images, you may use custom CSS feature available in bagisto version 1.2.0 (like: https://prnt.sc/umi6dt).
To change the velocity theme color, you may go to https://github.com/bagisto/bagisto/blob/master/packages/Webkul/Velocity/src/Resources/assets/sass/_variables.scss#L16 and define your own color for velocity theme.
Run npm install and npm run watch in "packages/Webkul/Velocity" directory terminal to reflect the changes in browser.
If you want to change in your CSS or JS files. Follow below steps:
Open the path "packages/Webkul/Velocity" in terminal and run the command "npm install".
After successful execution of above command, run the command "npm run watch".
Now, change the SCSS or JS files. Your changes will reflect now in the browser.

in our previous versions, we have locales.js file but now in our latest version we can do the respective changes in app.js file. Follow below points:
assume you want to add ar locales, then you need to add "import ar from 'vee-validate/dist/locale/ar';" in app.js file
Next, you need to register your locale like this in dictionary
Note: Follow this https://vee-validate.logaretm.com/v2/guide/localization.html#using-the-dictionary-api for more details
