Creating Shipping method

I checked the devdocs for creating a shipping method and was able to create one, however the i can only do one method per courier i'm trying to make two flat rate shipping methods for one courier. How do I go about doing such? I know marketplace table rate shipping is available but it requires marketplace to be installed unfortunately the setup will only be selling less than 50 items which eliminates the need for marketplace extension.
