Yes, you are right. It should be inclusive of all taxes on the product page itself. Please see the attached screenshot for further clarification.

Current User Flow:
User comes to our website > Visit product page with Price showing as Rs100 bucks > User takes action for buying the product > During checkout, Addition of extra 10% (Rs10) of excluded tax reduces the chances of buying the product.
So for a better conversion rate & user experience, It is very important to provide an inclusive of all taxes option on the product page itself.

Yes, this feature is mandatory so we have already raised this on Github https://github.com/bagisto/bagisto/issues/4463.
Currently, there is no estimated time for implementing this but sure I will update you once this will be done.
