"admin_locale" middleware does not exist in the latest version.

In version 1.4.2, there is a middleware named "admin_locale", which does not exist in the upper version including the master branch. If we want to apply a multi-language feature on the admin panel, then there is no option for that. Is there any specific reason to remove this middleware?

No need for admin to change locale option.
