How to create custom order?

Hi everyone,
I want to make a simple features that Retailer manager (role name) can create order in admin panel and set payment information like hand cash/online payment etc.
For this purpose I want to make a modular and implement this system.

First problem is , how to create manual order for single product id/sku or array of product id/sku in modular?
