Still cant get first installation working after 3 days

Hi,
I have been able to get all the way through the install, now when I goto
https://localhost/bagisto/public
after i run
php artisan serve from the sites folder ..
I see localhost refused to connect.

Anyone got any ideas how to bug chase this?

I am not getting this error, please check your instance.

Did you given the right port?

I was able to fix the problem .. after I restarted the server, it took along time to get the dev environment correct, hoping i am getting close to the end as it is a bit clunky and loads extremely slow for a locally served site. Any ideas why it takes so long to load any screen?

Haven't face any loading issue. May be because of the debug bar.
