Email cannot send while creating product shipping

I order product, then when creating shipment, confirmation email cannot send to customer, then I try php artisan:config clear then after that it sent email, then again creating another shipment, we get back to the first error like email didn't send again. How to resolve this one.

Order/Invoice/Cancel/Refund - In these category the email is sending perfectly.
