added select attribute to any product so that the customer can chose from it like the config product

hello every body if i want to add select option so that the customer choose from it like it's in the image but i don't want the product to be config product type how can i do that -

you can add a custom select type attribute & then import the attribute in attribute family for which you added a products inside. -

but my added attribute value will have to be added by the admin itself
i want it to be added by the user of my store for any kind of product such as simple -
@khawala if you want the user input in attribute then add input type attribute instead of select attribute and show them in product page
