Tax applicable only on country not on zipcode.

currently tax is calculated on zipcode and country name. is there a way to make it applicable by just the country name of customer. Can this be done by the admin panel.. If through changes in code then please guide

If you are using 1.2, 1.3, or 1.3.1 then,
Yeah, you can do it in the country also. Just put * on both fields.

In master, this has been fixed and we have removed the required field on disable zip range.
