Create new custom configuration

I'm a newbie with Laravel and Bagisto, and I'm trying to create a custom config following these steps. I already created the system.php file but I'm not sure where should I put the code to merge it (the code in the picture). Can I have some help with that?

You have to create a service providers inside the providers folder, for merge this code.
