What is Velocity?

What is Velocity ?

I mean, there is a 'Shop' package that can handle Cart, Velocity can do the same.
There is also a theme that is called Velocity.

Some clarification would be nice.

We are using two different-different theme in our bagisto BLISSS and the VELOCITY,
So there are dofferent-different package for both thems,
