To prevent multiple discounts from being applied to the same purchase, select “Yes.”
It stops further rules to be processes on the cart.Suppose on your cart two cart rules condition matches and both have the same priority in that case that cart rule will be applied in which "End Other rules" is selected as Yes.

We are rewriting our cart rule in our new version and it will be released soon.
